NDC Housing and Economic
Development Corporation (HEDC) is NDC's development arm. Working
with NDC clients - local or state governments or not-for-profit
organizations -- HEDC sponsors, finances, and develops public
or community facilities, and other projects with high risk and
limited potential for economic return, using innovative financing
and development techniques.

- public office buildings
- education, research and library buildings
- recreation, transportation and parking facilities
- student housing
- other community or public facilities, including infrastructure
As the sponsor or owner/ developer HEDC is responsible for
- Design and costing
- Creation of the development budget and proforma financial information
- Review of project feasibility
Identifying and securing private sector financing
- Finding and securing public sector financing as needed to fill gaps
- Finding and securing equity
Development of an RFP or RFQ for all contractors
- Negotiation of all contracts
- Obtaining legal opinions
- Closing the deal
- Oversight and management of project implementation and construction
- Evaluating and selecting competent property management
- Operating the facility after completion
