Technical Assistance (TA) is NDC’s core service – the service that makes NDC professionals part of the working community development team. And “working” is the operative word – we’re not consultants, we don’t do grand studies or write abstract reports -- just getting down to the business of creating effective development finance programs and building development projects.
Whatever the community or economic development goal -- job creation, community investment, affordable housing, small business development – every NDC TA client expects and gets expert guidance from our professional staff, working in any location in the U.S. – rural or urban, large city or small town.
NDC staff come from careers in both the public and private sectors. They understand the needs and concerns of both. We build bridges linking the finance community, the city, and neighborhoods, and bring together public sector resources with financing from banks or other private investors.
Development Project TA covers:
- Evaluating sponsor/developer capacity
- Financial review and structuring
- Reviewing appraisals, cost assumptions, capital budgets, operating statements, marketing data and funding commitments
- Advising on equity requirements, sources, and structuring
- Identifying and securing other funding sources as needed
- Assisting with development issues during both predevelopment and development phases
- Negotiating with investors, lenders and developers
- Structuring loan documents and development agreements
- Advising on regulatory and administrative issues
